The establishment of the rule of law in Turkey, which historically lacks the intellectual and institutional foundations required, depends on the continued presence of a genuine and strong political will to this end. As this study shows, Turkey’s current performance in terms of the rule of law is very poor. However, due to the weak historical roots mentioned above, it would be wrong to single out the AKP government as the only actor responsible. Nevertheless, this does not change the fact that this government not only reneged on its initial promise of contributing to the establishment of the rule of law, but also actively tried to reverse the steps taken in this direction.
